Item arrived w/in 1 week; it appears to be sprayed w/ red coating, perhaps to keep it from fading?  Regardless, CEDAR mulch is the best way to go in any part of the US for top layer after planting/weeding is completed.  Retards weed strength, provides moisture barrier and acts as a slight insect repellant.  Would happily buy this item again and will.
