A: In a factory ... run by elves.

**Q: Is this going to make a huge mess if used indoors?**
A: To be honest, it depends.  The way it was designed was for minimal mess and risk; there are fill lines for where the water goes up to and pouring out the water is also easy as sections were designed like pitchers where it's easy to remove water.  There IS risk for mess though because underneath one of the sections is a small cup that can fill with water (that is supposed just refill the container at the top) and one of the roads out of the spin section can head out of the toy.  It's not that it's super messy, but little kids will understandably make a mess just because they're little kids.
