I cleaned my concrete paving with a pressure wash first (otherwise you can't see the bad areas) then I wet the area with a fine spray. Applied a mix of 1:1 with a spray bottle and scrubbed it in with a stiff broom. This doesn't get rid of tough black spots, for those I went back with neat cleaner. All rinsed off a couple of hours later. 100 better than before.
