A: Yes.  My father-in-law and I bought these bags as carry-ons for a trip to the USA.  We had a small case and one of these and both were allowed as cabin baggage.

A: Yes. I fit my laptop and kindle in there with plenty room so i would think you could fit a binder and lap top in there
