You assemble it. I poured a foundation with one bag of sacrete and embeded the four mounting bolts. It's a nice mailbox and very safe from pilferers. **Q: does this mailbox have a flag?** A: No this mailbox does not have a flag. The purpose,of this ornate mailbox is for receiving mail. If you want the mail carrier to note your flag, then the carrier would have to have a key to open the box. Hope this helps. **Q: is this or can this be a free standing mailbox?** A: We put cement down and bolted it in, as it's not heavy enough to stand freely. I suppose you could anchor it down less elaborately. But it's priced reasonably - the ones I found that stand freely were expensive. It's quite a beautiful mailbox for the price. Since we don't need it locked we leave the key in the back and the mail person is even able to put small packages inside.
