If they aren’t dry wipe they dry with a towel or a paper towel first then apply it. It says to apply when dry on the bottle and I agree. If you apply on wet underarms it would dilute the formula and it doesn’t grip as well to the skin is my guess as to why you shouldn’t apply if your underarms are wet.
