**Q: would this be a good glue for putting eyes on soft plastics ?**
A: Yes, if you mean artistic plastic eyes.  No if you mean actual eyes.

**Q: Does this 731 adhesive have the "male" pin inside the screw cap for non-clogging seal?   Like the 737 has.**
A: Yes, it does have the pin. That said, the lid does get glued down sometimes which is sort of a pain... probably something I'm doing wrong!
