I also purchased a helium tank at a local Walmart to fill the balloons, as I have in the past and had no issues. This balloon numbers were just too heavy even filled with the helium to float. They were somewhat difficult to fill with helium as well. There were not instructions as to whether or not the nozzle of the helium should be inserted above or below the blue tab at the inflation point. I have found it difficult for many shaped balloons (pineapple, square graduation cap, flamingo, etc) to float that I have purchased on amazon. I ended up having to find a place to put the balloon that I could tie them together a piece of ribbon and then tie the ribbon to the curtain rod so they appeared to be floating. The latex balloons floated nicely when filled with the same helium tank.
