All of the balloons are filled full but not overfilled too where they will break or explode . They work excellent for adding support and cushion without using weight to the shipment . They seem strong enough and there were only a few flat bubbles in the bundle. I tore off about four strings of 5 pillows each and taped them together side-by-side to form a square mat. I tested it by putting it between two squares of sturdy pink foam insulation board and stood on it (~180 lbs) and even bounced up and down a little. No breakage. I used this setup (pillow cushioning mat between foam insulation panels) in the bottom of two tall sturdy boxes to ship a pair of large, but delicate, audio speakers.
