Can this be used as a grounding rod for an electric fence?

It could be used as a ground rod but is is only about 4 ft long and made of steel. It will be a poor ground rod that will rust out in a few years. All ground rods are 6 to 8 ft long and have a copper coating. I would suggest that you but a 1/2” dia x 96” long copper coated ground rod instead.

Is this tool 1/4 dia. or 1/2 dia. in the main product description it says 1/2-in. and in the product description it say it's .25 in. = 1/4 in.

Most likely 1/2", main issue with all these probes is the weld at the handle. This one is good.

Does this still have the welded bead that everyone was complaining about a few years ago? I figure by now this has been fixed?

The weld bead is a purposeful design feature of this probe. It's there so that as you push into the ground, the hole is slightly bigger than the shaft, and thereby minimizes friction along the length of the shaft as you push in. Trust me, you wouldn't want to do any probing with a probe that didn't have a bead, ball bearing, or tip that was somewhat larger than the shaft.
