I have Briggs and Stratton 3.5hp on a rototiller the recoil rope doesn't "catch" is this what I need?

If what you mean by "doesn't catch" is that the rope doesn't rewind when you pull it to start, then yes. That's the exact problem I had, and replacing this part took care of the problem.
