Can you wear makeup over this product

Yes, absolutely you can wear makeup with this product. Pro Tip: Tap a small amount (pea sized amount) to your under eye area, and wait for it to completly dry before making too much facial movement. After the product is dry, then continue with applying your makeup over the product.

Does this leave white residue making it unsuitable for people of color to use?

It does not leave any residue on my face but you pat the liquid under your eyes til it goes away and try not to squint for at least 10 minutes or so

What’s the expiration on this if I buy two?

As far as expiration..It doesn't have one. I would say if you're going to use this, it would last a while. If you use it every day..it might last about 2 months for 1 bottle. I've had mine and use it sparingly..It's lasted me about a month now. I don't use it every day. Just when I go out to an appointment but not at home lounging. They'll last a while.

Can be used more than once per day?

I have been using this product for some time, and from what I read a while back, you can refresh it during the day. I believe it last about 4 or 5 hours. hope this helps.
