Can this be applied in the summer

Depends on the type of grass, as to whether or not you want to apply fertilizer at the height of summer. If you have warm-season grass, then it would be a great time to apply, as that tends to grow during the peak of summer. If you have cool season grass, their peak grow times are spring through early summer, then late summer through fall. During the height of summer, cool season grass will tend to go dormant to keep it from stressing under the heat. For those cool grasses, consider using iron instead of fertilizer during that time. This will help keep your lawn green, but not stress it by getting it to push growth during a period where it doesn't want to.

Can I use organic lawn fertilizers on top of regular lawn fertilizer? If so, how long do I wait to apply?

You can, but you would be best served to use a fertilizer calculator, available online. That way you can avoid adding too much nitrogen, which could dage or kill the lawn.
