It does not say 'non toxic' anywhere. Can't imagine it would be a good thing for a dog or puppy to eat it, cats wouldn't consider it. But you surely have more interesting things for them to chew on than these potty pads :) Amazon advertizes some 'non toxic' pads, but they contain a water shield plastic layer, so how non toxic is that really?

Do Not Absorb Well At All

This was a waste of money. The pad does not absorb well at all, does not keep try, it was wet after my puppy went on it thrice.

The Charcoal Pads Are Helpful

I love these charcoal training pads. I use them for my 16 year old dog who has trouble walking. My dog has trouble getting up to go to potty outside and is having a lot of accidents. I put these on her dog bed. The charcoal helps with the smell. A true lifesaver.
