Size wise are they the same as the Jumbo?

Slightly smaller. I bought both this size and Jumbo for my 20 month old. She did fine with both.

Are there 16 different colors or just two sets of 8 colors?

The 16 colors are blue, blue-green, yellow, blue-violet, carnation pink, red, red-violet, green, brown, violet (purple), yellow-orange, red-orange, yellow-green, orange, black and white.

Would these be appropriate to give a 13 month old? He's been stealing my pens and sort of drawing with them.

If he has shown an interest, I don't see why not. They're nontoxic in case gnawing (teething babies have a penchant for that) and easy to clean up in case he gets over-enthusiastic and completely misses the paper. You'll just want to supervise him. I started introducing my son to crayons at about that age and while he didn't really get into scribbling and coloring with them until about 20 months, he enjoyed sorting them by color and experimenting with the idea that he could make them draw for months before then.My son took a bite out of an orange one before I could stop him and he was totally fine. A little infant toothpaste on his toothbrush cleaned the pigment out of his teeth in one go. The pigment then rinsed clean from his toothbrush no problem.

looking for something for my toddler to use on high chair tray. would they wash off that?
