How does this compare with a lexan blade for creating knockdown texture?

Will work good if installed at the sharpest angle available.

Could you use this to spread a skim coat on a pool deck ?

Should work for that also. It has a adjustable angle which you may have to play with to get the right pressure to smooth out the pool deck.

would this work to clean large windows? I can't find any window squeegies wide enough.

It is quite possible, it is a squeegee so it should. I do know it works really well when you go to even up drywall mud
