Do the legs drag across the ground?

The legs fold up so the bike can move on the wheel, so no, they don't drag.

Does any part of this toy actually fire projectiles? if so, i can't give one to my GS

I believe the "flick missles" mounted on the side are technically projectiles. You could just take them out of the kit. It's a very cool toy and would still be cool without the flick missles.

why is it so much money?

This set retired in 2015. Once discontinued, prices are determined by "supply and demand".
