Is this unit rack-able and come with included mounting bracket?

No it does not come with a a rack, so I don't think it can technically be mounted anywhere. But I'm sure there's some way to do it with a little imagination and innovation

Will this boost an hdmi signal? In the example of 6' input run, 25' output run, wall coupler, 3' run?

I used this matrix just to mix hdmi inputs for hdmi outputs and hook to hdmi extenders

Does this support Dolby Atmos?

So I’m not sure we have four Xbox x hooked up to it and it works great only one sound output you pick which channel

It should be able to. By design the device is capable of routing up to four inputs to four output devices. You can certainly send the same input to one, two, three or four displays.
