If I paint this over the nails in the felt will it seal it and stop it raining it

Yes it will work. Put plenty on to plug the gaps/holes

Does it change the texture?

No. This paint has a subtle lightly textured finish coat not unlike asphalt roofing felt. It’s darker but the texture is effectively the same.

Can you paint it on polycarbonate sheets

I don’t see any reason not to use as long as the polycarbonate sheets are stable.

Is it possible to be used as water proofing for floor of bathrooms before tiles

i do not see why not i used on a garage roof in 2021 and it is sill o.k !!!
