What happens if you just wash your hands and don't flush can the cistern take extra water or does it just drain into toilet?

I often flush toilet and wash my hands at the same time, so far i have not had any problems. . I have never noticed it draining. but my husband said that the cystern only fills so far to allow for hand washing if you run it too long then it goes into cystern.
