How long does this take to dry?

Since it can’t be painted I didn’t see that as a consideration. However it does repel/block water almost immediately.

can you apply it on clay roof tile heat weather condition

I can't see why you couldn't as long as the area is dry, clean with no mildew and the crack is small-not more than 1/4" wide. If you have a fairly large area with multiple cracks you're probably better off purchasing a 1 gal bucket of "Premium Silicone Roof Coating". Use a putty knife and work it into the cracks. This should resolve the roof issue.

Really stupid question, but how do I get the cap off?

1st Cut with a knife and only make it as big as you need . Cutting close to the top will give smaller output and cutting towards the botton a larger line 2nd use the wire on the call hub to break the seal by inserting into the tube if there is one ( some caulk model you do not need to do this . ) On some guns you also have a hole to insert the tip of the caulk and cut it .

Will this bond to powder-coated painted metal? (for example, an outdoor gfci electrical cover)

It doesn’t bond or glue. It just fills gaps.
