How do I retie the para cord to the handle once I take it off?

What i did was to rap the handle with VET-RAP then spiral rap 550 para cord over the handle. OLD MAN THROWING.

Is this legal in California?

Yes but I would wear it on the belt and always visible. Knives exceeding 4 inches with a fixed should be worn on the belt in a sheath and always visible. This is not legal advice and I am an attorney so I would advise that you do research before going out in public with this product.
