What's the difference between the seventh and ninth choices in this listing?

The seventh is - 40 teeth/8mm bore, the ninth 60 teeth/8mm bore. The 60 teeth is bigger diameter than 40 teeth.

Can I use this for a Velec electric bike chain?

This is a Timing Belt Idler Pulley made from Aluminum. I did not use it on my project, but used pair of flanged ball bearings for the pulley I need. If your bike chain made from steel metal I wouldn't recommended to use as a pulley for it. Aluminum will be worn out very quick.

A couple of the bearing are a bit notchy, but that's not going to cause a problem for this application

Ok, but some with bad bearings.

I use these on 3d printersz and they're great for Gates GT2 6mm belts. A few of these came with dry, or rough bearings which was a pity. Otherwise they were decent quality, and the belt surface and aluminium outers were good.

Great upgrade to my old Ender 3

Upgraded my Ender 3 with these pulleys. The belt tensioners came with toothed pulleys which were a constant problem (layer shifts). The prints with these are absolutely smooth and works great. A highly recommended upgrade that's even cheap.
