Is there a way to hang one garment with one bead? I can only hang one garment with two beads.

If you use the beads, I don't think so. The beads serve to squish together a part of whatever piece of clothing you're drying. If you only have one, there'd be no squishing. I would suggest buying some cheap, lightweight clothesline. Or just do what I did when I realized the beads totally didn't work for me . . just hang your clothes over the line!

How do you secure the line?

Each end has a plastic hook (one is on the case) and you just loop the line around something stationary, then hook the line to itself. Very easy.

What material is this made of? Is it latex?

It is not latex, but rather a cord, possibly nylon, that is incredibly versatile in its use. Great for travel!

how many beads are there?

There are 10 beads, which means you can hang up to 5 garments. One shirt will likely require 4 beads. For a clothesline of this length, I think it would have been more useful to have double the beads. For me, I plan to bring along some extra clothespins. Net, it saves space for traveling, but could be better.
