Can a cat bite through these please ?

I think one of my cats could - our Maine Coon - but not our other big standard cats!

Do these actually work? Need a pair to help combat resource gaurding with my junior dog.

I wear them for grooming my cats. They certainly protect me from their biting, which is so hard I fear their teeth will penetrate the gloves. Obviously cats teeth are smaller than a dogs, so I couldn't guarantee them, but I will say that my cats biting is bad enough along with the clawing, and the gloves are still intact.

would this protect from a bite when grooming a dog around its face if it was to snap?

The gloves are quite tough. Have to say I got them for my cat, who has a tendancy to bite -if you go to lift him. The gloves do protect me from his bad behaviour.. Obviously a dog has bigger teeth, and as I say they work for me on my cat. I can't vouch for their ability to handle a dog bite, but as I say (again) they are made from a tough material.

will it work for scorpions?

I wouldn't risk it. My cat can bite through it and i feel his claws. Doesn't leave a mark, but I don't think they are 100% 'SAFE' for scorpions.
