Yes it will recover r134, as long as you have a recovery tank. This pump will recover almost all refrigerate except for the new 1234. Not sure of the process yet.

Can i change it from 110v to 220v ?

While it may not be practical to do that, the answer to your question is yes. It will require a second piece of equipment: a step down transformer rated for the current of the vacuum pump, and with the proper 220v plug and 110v socket. Ultimately I would suspect that it would be less expensive to purchase a 220v vacuum pump.
