Will this remove the left over adhesive on my headlights? I’ve tried goo gone and a headlight restoration kit but I still have cloudy headlights

If there is actual adhesive on the headlight I'm sure it will work well. If the headlight is cloudy from age and weathering, it's normally because the clear coat is wearing off. In that case your best bet is to wet sand and re-clear coat.

can this remove the parking decal on my windshield?

possibly depending on how thick. it needs to be able to get to the adhesive to do so. probably would have as good of success with a razor blade and nail polish remover though

It depends on what you mean by a sticky dashboard. If it's sticky from some type of glue or adhesive then yes. Otherwise probably not.
