I want to clean my pool deck which has mildew but I have plants. Will a mixture of this and water harm them?

No, I used it the scrub mildew off stucco walls around a lot of different plants. No problems.

does it need warm or hot water for laundry or does tap cold water still make it effective?

I have had success with all if the temperatures. I originally purchased Charlie's Soap from a recommendation on a laundry-obsessed forum in 2006 for what was best to wash a goose down feather blanket at home due to the sensitivity of the feathers to types of soap and temperature; this soap has done a wonderful job keeping that blanket fresh and fluffy every winter since then. It has worked great on all kinds of laundry.
