Can these veggie-caps be screwed apart for divided doses (small dog)?

Yes they can, however, sometimes it is quite hard to do so. If you decide to cut the capsule you can buy empty capsules, which are very cheap, from Amazon. You can then divide the dose any way you want and put each divided dose in a new capsule.

Is this hawthorne standardized to 1.8-2.2% Vitexin?

What exactly is meant by - "healthy blood pressure already within the healthy range"

It's the only thing they can say because this is not a prescription medication therefore they cannot state that it is meant to treat a disease (such as high blood pressure) since according to the FDA only a medical doctor and a prescription drug can treat a disease. Since blood pressure "within the healthy range" is technically not a "disease" this allows them to make the association between this supplement and blood pressure and without getting in trouble with the FDA.
