My art work is 20" X 36" X 2" Would this fit in this bag or will it be to tight?

I believe it would be too tight on the long dimension because it is seen flat with no gusset.

The description says this bag is 24 x 36; in the questions the dimensions are given as 31 x 23. Which is correct?

22x28 posterboards will fit into the the 24x36 size, correct? I know it should but don't know how much padding there is inside.
