Is this cleaner or the sealing liquid? Description says cleaner, pictured item is sealing liquid

It is a sealing liquid, but it leaves the room with a great smell, unlike other waterless Urinals we have used.

Can flushing out the cartridge and replacing the liquid with this product take the place of buying an entirely new cartridge every time?

Yes, absolutely. But don't just flush it. We remove the cartridge, wash it with a water a bleach mixture and re-use it. We also clean the drain pipe with a brush and hot water.

Will this stop leaks un the underground drain lines frim house hold drainage lines?

No, it traps the urine smell in the pipe. It doesn’t effect the pipe
