The cushion covers I want to replace are 48x48cm - so should I go for the 20x20??

I brought the 20x20 Covers to fit cushion sized 20x20 and there a snug fit. So you should be OK with 20x20 for a 48x48 cm cushion. The next size down will be way to small.
