I have a lamp that has usb ports but for the ports to work the light has to be on all the time instead of just plugged in - is it the same with this?

Yes it does have a usb C connector and two normal usb sockets. I don't use this lamp for charging, as it makes my phone go crazy, and I don't trust it not to ruin it.
