Is this tape made of paper? i'm looking at filmoplast p paper tape in demco, and wondering if this is the same or different.

Yes, it looks like wax paper and when applied to paper it is clear to mend book pages. Handle carefully because it is very thin tears easily. Great product.

Will ink from the late 1800's bleed through or be damaged by this tape?

I have been using Filmoplast for at least 15 or more years and been most satisfied using it. I've never noticed any bleed through on various inked papers, at least back to the early 1915's. I can't say for sure about the late 1800's, but think it would do fine.

Can this product be used to repair a torn washable cotton fabric? I have searched unsuccessfully for fabric tape but none matches the color. Thx.

I don't think so. It's used for repair of paper-like, like, in my case a mulberry paper lamp shade, which is pretty delicate. The tape does not have a strong adhesive or does it seem particularly durable. Probably wouldn't hold up very well on any repair that is required to do more than, well... nothing.
