Can this go under cork tile?

Can this be layed on top of of carpet and on top a large rug?

Good morning, No this is only to be installed underneath carpet laminate and engineered wood sandwiched between the underlayment and the finished flooring. It also has to be hardwired.

Will this work in a 12 ft wide and 40 ft long area? Will I need more than one?

Good morning, 12x40 = 480 sq ft. we would recommend ASINS B00F1GWUYC x 6 + B00F1GWX58 x 1. Note that these are 240 volts mats, you will need a thermostat (UDG4-4999) and a power module (USG-4000) to operate your system.

Hello the Environ mats are water resistant but they are not waterproof. They cannot be submerged. If water hits them, they will not disintegrate (water resistant), but the they cannot be submerged (waterproof). Hope this helps.
