Yes. As noted above, the oximeter collects data second-by-second and gives you its results (via its own app) in those fine-grained increments. Apple Health only allows for data on a minute-by-minute basis, so the oximeter data gets summarized minute-by-minute when sent to Apple Health.

can it detect if you had a nocturnal seizure?

I am not really sure. If tracking oxygen levels while you sleep and certain levels can be used to indicate a nocturnal seizure then i would not see why not. This question may be more for a medical professional.

can you export raw pulse rate data to file?
