Wanting to use this to add to an existing fence to keep cats in, would it stretch if they try to climb and hang from it?

No it doesn't stretch much but can break. I have a 30 lb dog that has torn a few random holes

It's not stiff like metal fence. You can crumple it up or fold it & it pops back into shape but it does need to be pulled fairly tight (by hand) to keep it from drooping slightly in between poles.
