My mom works at a factory she works a production line and she is exposed to chlorine all the time is this  mask safe to use.

This is made for particulate matter so it won't help much. A half face respirator or whole face with disposable filters meant for vapors would be much better. A cheaper niosh mask N 100 or N 95 will help less and must be changed often but something is better than nothing. The valve in the mask you asked about lets odor and some vapors in. The best beside the respirator as for smelling it are the blue N95 in the least expensive area. I'm surprised her employer does not provide this.

The mask is not washable. Store the mask in a resealable bag or box in between uses to prevent the mask from soaking up moisture/humidity (this will improve shelf life and lifespan). It is safe to use the mask over and over again until it is hard to breath air through. This means the filter in the mask is full of particulates.

The numbers represent the percentage of "Microns - particle size" that are filtered out of the air when using the respirator. Also known as the efficiency ratings of the respirator:

95 = 95% ( 5 microns or less)
99 = 99% ( 1 micron or less)
100 = 99.97% ( .3 microns or less) (best for international travel) 
PM2.5 = this means 2.5-microns or larger (wear a 99 or 100 respirator for PM2.5 protection)
OV = Organic Vapor (gas leaving an individuals internal intestine is considered an example organic vapor; flatulence)
AG = Acid Gas (fumes from acids and acid based solvents (examples: muratic, sulfuric acid, etc) are safe to breath when AG is designated beside the number that designates the protection level of the respirator (example: P100 AG or P100 OV/AG)

N Respirators = Partical Protection Only (Not Resistant To Oil) ( 8 - 12 hour protection)

R Respirators = Partical and Oil Based Protection (Resistant To Oil) ( 8 hour protection)

P Respirators = Partical and Oil Based Protection (Strongly Resistant to Oil or Oil-proof) ( 40 hour or 30 day service life (whichever comes first)

Note: When Oil-Based Products (like some solvents or pesticides) are sprayed, the oil particles become airborne. These airborne oil particles are oil-based particles. 
The MSDS (Material Safety Data Sheet) for the product you are using should make this clear. By law, an individuals workplace must have an MSDS onsite when using chemicals. 
MSDS can be searched on line for chemical(s) and individual maybe using by typing into a web engine (like Google.com) (the following is an example) "Clorox Bleach MSDS" without the quotes.

Note: Facial hair, piercings, wigs, and scarves below the individuals eyelashes will prevent a respirator from creating a proper seal on the individuals face which will cause the respirator not to protect the individual from the unclean air being breathed. Contaminated air can pulled in through the unsealed areas of the respirator.

how does this compare with 3M N95 mask? which is better?

This 3M N100 mask is far better. Filters 99.7% vs. roughly 95%. The fit and comfort of this N100 mask is just as good as the N95.

What's the lifetime use of this mask? And can its filter screen or some sort can be changed and keep using? thank you very much!

I am actually not certain about the lifetime of the mask. I read all the instructions on the original bag and it does not say. No it does not have a filter that can be changed out, as far as I can see. I only use to help me not breath dust when cleaning and vacuuming because of my allergies. It says it is not made to use with any vapor like situation...spray paint, oils, etc.  Hope this is helpful to you.
