Does this include the thermocouple?

Yes. It has igniter and the other part next too it is the thermal coupler. It has two wire that go into valve.

My heater does not have a factory installed thermostat. What should I purchase to install one?

The thermostat &Gas, valve are one in all the same unit. You would be better off to purchase a NEW heater thats already thermostaticly controlled. 2nd is the gasvlave/thermostat will likely cost you more than a new heater anyway. I worked for a propane company for 15 years. is also doesnt matter if your unit is propane or natural gas as far as the cost is. This piece being shown is a Propane ONLY pilot light assembly and has NOTHING to do with a thermostat.
