It should; it's about the same dimensions as a Heritage Rough Rider, just a bit shorter barrel.

The holster will fit any waist size. It the belt you wear the holster on that you need to be concerned about.

will this fit a ruger blackhawk 5.5 inch?

I would bet it does. It’s open on the bottom where the barrel goes and had a wide opening. However, the hammer strap might not be long enough. That’s removable though.
