I doubt it!! I am a Huge Simulator Guy. FSX and I have downloaded a few Ship Simulators. I have huge files and Add-ons for FSX. Since Windows 10...nothing but problems for all of them. Windows 10 was the biggest mistake in the simulator world in my opinion. Ship Simulator Extreme worked great before Windows 10. What I am telling you is try and find a Free Demo ans see if it works with your CPU before you go and purchase the game. That is what I did. I hope this helps?

Do I need STEAM to play?

Yes, you do and STEAM didn't work on my PC like it said it would.

Can you practice navigation rules? like crossing situations, day shapes and light configurations?

I dont know because once i purchased the game and installed it the game never worked. Honestly i would not buy it for you unless you want to take that chance.
