Can I buy 2 of these and mount both arms to one pole?

I bought two and I have them both mounted on the same pole, zero issues. Little bouncy, but I think that would be the case with two separate poles anyway. They hold really nicely, and they aren't uneven or anything. It's not something you're going to be moving around all the time anyway, it's sturdy, wouldn't worry about it.

I apologize, but I don't quite understand your question, so instead I'll try to reply to my best interpretation of your questions.

The mounting bar, which is what the control arm of monitor mount, is 15 inches in height from the top of the desk.

The mount plate on the control arm is roughly 4 inches by 4 inches.

The mount plate which attached the "rod" to my desk is roughly 3 inches by 3 and a half inches.

The size of the foot that is used to fasten to the desk is 1 inch in diameter.
