Are these D type key rings standard or flimsy?

They are standard carabiners (not for climbing). The quality is decent, and the print in the latch will stay away from wear out.

Does these carabiners set comes with key rings?

Yes. They do include key rings for each carabiner.

Are these carabiners strong enough to attach a leash to a running belt towalk an 90 lb. Dog?

Dog is 90 pounds but the force its putting out is a lot more than its body weight. These will break the caribeeners if your dog pulls hard enough.
