Is the ink actually permanent or will the writing smear if the paper gets wet?

Yes, that's why they call it "washable." The old ink pens were notorious for leaking onto clothing, ruining an otherwise nice clean white shirt, so 'washable' ink was developed.

Yes, there is a shorter Parker cartridge: the International size, for pens that the long cartidges won't fit.

I'm not sure. The plastic cartridge appears to be quite durable, however. I'd use tap water to clean out the cartridge before filling with another color of Parker ink.
