Can this be used as a facial moisturiser?

You could, wouldn’t burn your face, however, it’s very gooey, so wouldn’t recommend using it on your face. I’m using it because of damaged skin due to thrush creams repeated use. I’d recommend Vaseline advanced repair, it heals and relieves dry skin without feeling greasy.

Is this an good for severe dry lips? Nothing else is helping.

I don't see why not. It's very good. You wouldn't need much at all.

Can this be used around eye area?

Certainly not on eye lids, and it’s fairly stiff to spread, so hard to get a very thin amount on the skin. So I wouldn’t use it anywhere near an eye, . Vaseline advanced repair would be better, it dissolves into the skin and disappears, you can buy this in Supermarkets, or pharmacy’s.
