Can this item be trimmed to be shorter? I only need about 12" high.

Unfortunately the lattice cannot be trimmed. It has a wooden trellis structure that we do not recommend cutting. Have you checked out the different mat products though? Those can easily be cut.

can this be bent to cover three sides with one panel?

No, you would need to purchase 3 units.

How many panels does it come with?

Just one. It covers a large area. Wonderful addition to my deck which I share with a neighbor. Made a tiny frame and put two of these with the zip ties and it instantly gave me privacy. I have had many compliments on how pretty. I love it!

will it work as a fence topper 24"x32 feet?

Yes it does. You simply apply it on the fence & use the zip ties to attach it. It fits well & looks really nice. Been up about 6 months. My only issue is my dogs, who like to chew it.
