Would these work for a 5 yr old girl?

We used theme on a 3 year old boy they didn’t fit in his shoes but we cut theme like halve the way from bottom to top and they did the trick, he grew about 3 centimeters

I may be missing the information, but does this come as a pair? Or do I need to buy 2?
