Can this be used on press on nails

Absolutely. The powder sticks to a glossy gel topcoat. You can use any gel topcoat. Cure in a led/up lamp, then rub chrome powder anywhere you want it. You have to seal it in with another layer of topcoat. It works great!

Do I have to use a black polish under the chrome powder?

You can use any color, sometime the chrome does take on a hint of the color you choose.
