It is permanent. It contains small amounts of peroxide and this has a permanent lightening effect.

Would this work on dark red hair?

No , this is for blonde or light coloured hair

Yes. Once it's bleached it will stay bleached. You can dye over it or grow it then cut it if you don't like it. It is very gradual though so shouldn't get dramatic results
