Why is the 16 ounce bottle plastic?

Considering buying this but have they improved the packaging/shipping method?

Ordered in May 2022 hoping shipping would've been fixed. No. Bottle was not sealed, and in a bubble mailer envelope. Oil everywhere. And the 32oz.. is way less than 32oz.
